Abstract
e-Japan，u-Japan戦略はICT（Information and Communications Technologies）社会の到来を加速した．ICT社会は，実空間と情報・ネット空間が融合する社会である．その社会の理想は，自由，平等，安全の確保と経済発展にある．それを実現するには，ICTの利便性，効率性，自由度の向上と，著作権や個人情報保護，情報の信憑性・信頼性などの安全性，との調和が必要である．それには技術と市場メカニズムの関係のみならず，社会・文化，法制度を有機的に連動させることが不可欠である．本文は，ICTを技術と市場の側面から分析し，技術開発課題とICT政策課題を導出する．ICT革新（ICT Innovation）を経済発展の原動力とするため，情報の量から質への変革，ユビキタス家電，情報文化力の強化など，分野と専門を超えた新たな連携や仕組みとしてのICT社会のガバナンスを提案する．
