Working Poor Families: Trends, Causes, Effects, and Suggested Policies

Abstract
W orking families with incomes below poverty line are a small but increasing group in our population (Levitan & Shapiro, 1987; Levy, 1987; Sawhill, 1988). They are a hopeful group in that at least one member is employed and making a contribution to family's economic independence. They are a vulnerable group in that they live in poverty conditions and suffer multiple stresses of these conditions. These stresses may undermine physical, psychological, and economic health of entire family. These stresses, together with basic economic problems, may force families from at least partial independence into full dependence on welfare programs (Levitan & Shapiro, 1987; Levy, 1987; Sawhill, 1988). The nature and scope of problems of the working poor, apparent causes of these problems, their probable effects on families, and suggestions for policy development are discussed herein.
