Abstract

This report presents the current understanding of the advancement of the Information Society (IS) within the EU and countries up for accession in 2004, based on the SIBIS surveys. It is intended to inform policy-makers and citizens on IS advancement, further debate and research, and improve statistical competence. In addition to focusing on basic access and usage, it benchmarks on-line applications and recommends next policy and research steps.
