Abstract
A review of Pennsylvania's statutory and regulatory authority over rail, recent studies and actions regarding rail safety and security, and actions taken by other states, including a qualitative risk analysis. Actions Pennsylvania might take include using state rail development funds to improve rail freight infrastructure, providing support services for local needs, and coordinating emergency response exercises with relevant agencies and the railroads.
